The Queensland child protection system is undergoing a 10-year reform program to transform the system. This evaluand requires an equally transformative evaluation framework. Evaluations scheduled at three time points require different approaches to define and measure success given the varied purposes of the evaluations, maturity of the reform program and data available for each evaluation, which were unknown at program commencement. AES delegates will have the opportunity to hear about how we designed a flexible, transformative evaluation framework with subsequent evaluation plans defining success measures to allow evaluation planning to occur early while ensuring the evaluations are appropriate.
